I want to start searching for pigeons, but I want to wait until I have this gun.  It seems like I can just scale buildings and zoom around and look for them.

Status: online 		Not all pigeons are up on roofs.
You'll unlock the sniper rifle on one of the missions; not too far into the game. It's a Gerry mission if I'm not mistaken. You'll get the bolt action one from the top of a building and after the mission you can buy the combat sniper rifle from the weapons shops or Little Jacob.

Status: offline 		how do i buy one from little jacob, I finished all the missions and I got him to 70% liking me.  Do I need to raise it higher, or do I get it in jobs?

You get some pretty good perks by keeping friends and g/fs....

Jacob gives you weapons at a discount

Roman will send you a cab at any time or place

Brucie will come pick you up in a chopper and take you wherever

Dwayne will send you a couple of goons as back up

Packie will rig a car bomb for you

Kiki will get your wanted level dropped

Carmen will give you health over the phone

All of these things are just a phone call away if you keep their rating up a lil bit
